![]() S/he delivers expert, authoritative advice to the Secretary General as well as to the governing bodies on Safety and Air Navigation matters. The Director, ANB, as part of the senior management team of the organization, manages a large and diverse programme advancing ICAO’s strategic objectives. S/he is also charged with the planning, development and implementation of the ICAO Safety and Air Navigation Programmes, as outlined in the ICAO Strategic Objectives and as directed by the Assembly and Council. ![]() The Director, Air Navigation Bureau (ANB) reports directly to the Secretary General and is responsible for managing and coordinating the work of the Bureau. The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA) which continuously monitors all States on their implementation of ICAO SARPs and PANS. Increasingly, the Bureau also develops a variety of implementation support products for the aviation community. With the assistance of State experts and International Organizations, the Bureau develops Standards and Recommended Practices (SARPs) and Procedures for Air Navigation Services (PANS) and supports their approval process through the governing body of ICAO. The Bureau maintains and supports the implementation of the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP) and produces yearly reports on Aviation Safety and Air Navigation Capacity/Efficiency to demonstrate progress against the Global Plans. The Air Navigation Bureau provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. It publishes “Performance Insight” short papers on topical themes The PRC is constantly reviewing its work programme to ensure that it remains relevant and useful to stakeholders. In 2019, the PRC placed more focus on researching specific topics, in consultation with stakeholders, and in publishing the results as PRC Technical Notes. The PRC publishes an annual PRR and an annual ATM Cost-Effectiveness (ACE) Benchmarking report. ![]() Reporting: Provision of impartial, independent and unbiased information to facilitate stakeholder dialogue. The PRU also supports the EC, its Agencies and Advisory Bodies under a longer-term co-operation agreement. Activities include, inter alia, support to monitoring, target setting and assessment of performance plans. The PRU provides support to the European Commission (EC) under a service contract, signed in 2017, which runs for four years. Of central importance is the contribution that the EUROCONTROL Performance Review System and the Performance Scheme of the Single European Sky (SES) jointly make towards improving the overall performance of air navigation services and network functions. The purpose of the independent Performance Review Commission (PRC) is “to ensure the effective management of the European Air Navigation Services (ANS) system through a strong, transparent and independent performance review system”, per Article 1 of its Terms of Reference.ĮUROCONTROL and the European Union have a long-standing relationship and history of cooperation in ATM and in the implementation of the Single European Sky (SES) and other related policies. ![]()
